OF SCHOOL PRINCIPALS
CONSTITUTION
P R E A M B L E
The primary goal of education in New Hampshire is to assist the development of all persons according to their individual potential and interests so that they may function as productive and effective citizens in our democratic society. The responsibility for the development and maintenance of educational programs which will achieve this primary goal of education rests with the principal in cooperation with school boards, superintendents, teachers, parents and students.
The primary growth and improvement of elementary, middle level and secondary education in New Hampshire mandates that school principals, assistant principals and supervisors strengthen their efforts for continued professional growth and learning. This necessitates a commitment to the complementary roles of various levels of administration and supervision within the schools and should serve to promote close cooperation on matters of mutual concern. At the same time, recognizing the individuality of the roles of the elementary, middle level and secondary school principals, assistant principals and supervisors and the need to preserve their unique identities are recognized. Therefore, the purpose of the New Hampshire Association of School Principals shall be:
1. To strive continually to improve the quality of education in the elementary, middle level and secondary schools of New Hampshire;
2. To disseminate information to the members designed to improve their understanding of critical issues;
3. To provide professional development activities designed to assist members in increasing their leadership effectiveness and professional growth;
4. To assist individual members in dealing with local problems and to serve as a center for the interchange of ideas and information in the State of New Hampshire;
5. To provide opportunities for cooperative study and solutions to the problems common to elementary, middle level and secondary schools in New Hampshire;
6. To promote collegiality between and among principals, assistant principals and supervisors;
7. To promote coordination and cooperation with other professional educational
organizations;
8. To support and promote the position of the membership on significant local, state and national concerns of interest to the educational community.
9. To promote legislation that will provide appropriate support for educational programs for all citizens;
10. To provide services that will support, improve and protect the professional, economic and legal status of the membership.
ARTICLE I- NAME
The name of this organization shall be the New Hampshire Association of School Principals and shall be incorporated as a nonprofit organization in keeping with New Hampshire state statutes.
ARTICLE II
SECTION 1: Full Membership is open to any practicing school administrator or supervisor who administers or supervises educational programs and/or staff in one or more of the grade levels encompassed in kindergarten through grade twelve in the public, private and parochial schools of New Hampshire. This includes: principals, assistant principals, teaching principals, vocational directors and headmasters and assistant headmasters.
A. Full members may vote or serve as association officers or Board members, and are eligible for legal, advocacy or Status and Welfare services.
B. A person described above may become a full member upon payment of prescribed full state dues.
C. Retired membership is open to retired principals and assistant principals. They shall be considered a full member and eligible for all member services. Retired members cannot serve as officers.
1. Retired members may access legal protection for the future as long as they join legal aid by December 31, 1997. This in effect gives a grandfather clause to all existing retired members.
2. Effective July 1, 1997 all new retired members must maintain their membership in order to be eligible to receive the benefit of legal protection.
SECTION 2: Associate Membership is open to individuals not eligible for full membership. This may include:
A. Those who serve in an administrative position in a regional, state or national educational agency or association, college or university, or those who teach persons preparing for a professional career in educational administration;
B. Full members reassigned to classrooms or other duties outside administration/supervision;
C. Persons meeting certification requirements for membership but not yet employed in a position qualifying them for full membership;
D. Persons enrolled in degree programs leading to administrative certification;
E. Superintendents and Assistant Superintendents.
F. Associate members may not vote or serve as association officers or Board members, nor shall they be eligible for legal, advocacy or Status and Welfare services. They shall be eligible for all other membership services and rights.
G. A person may become an Associate Member upon payment of prescribed Associate Member dues.
SECTION 3: Special Membership is open to retired members or former members not currently employed in education, as well as:
A. Special membership is also open to people such as as supervisors, department heads, directors and coordinators who administer or supervise educational programs and/or staff for at least 50% of their working day. Verification guidelines for the 50% shall be set up by the Membership Committee of the Executive Board.
B. Special Members may not vote or serve as association officers or Board members, nor shall they be eligible for legal, advocacy or Status and Welfare services. They shall be eligible for all other membership services and rights.
C. A person may become a Special Member upon payment of prescribed Special Member-ship dues.
SECTION 4: The Commissioner of Education, being the educational leader of New Hampshire, shall be an honorary, nonvoting member, ex-officio.
SECTION 5: Any person who would seek membership in NHASP under any of the above sections, but about whom there is a question concerning eligibility, may petition the Membership Sub-Committee, which shall review any such requests and make recommendations to the Executive Board, whose decision in the matter shall be final.
SECTION 6: Any person who is a full member, Associate member, or Special member as of June 30, 1988, may continue his/her membership in the same category in existence at the time, so long as the NHASP membership renewal remains uninterrupted.
ARTICLE III- Membership Dues
SECTION 1: The regular membership dues shall be fixed by a vote of the Association and shall cover the period from July 1 to June 30.
SECTION 2: Associate membership dues shall be one-half the regular membership dues.
SECTION 3: Special membership dues shall be established annually by a majority vote of the Executive Board and shall cover the period from July 1 to June 30.
SECTION 4: Retired membership dues shall be fixed by a vote of the Association and shall cover the period from July 1 to June 30.
ARTICLE IV- Affiliation
The Association shall be affiliated with the National Association of Secondary School Principals, the National Association of Elementary School Principals, the New Hampshire Joint Educational Council and may be affiliated with any other association devoted to furthering good educational opportunities in the State of New Hampshire.
ARTICLE V- Officers
SECTION 1: The officers of the Association shall be a president, a president-elect, the immediate past president, the national secondary school state coordinator, and the national elementary school representative.
SECTION 2: There shall be an executive board composed of the president, president-elect, the immediate past president, the national secondary school coordinator, the national elementary school representative, the assistant principal representative, the person who has been appointed by the board as vocational representative, and 15 members composed of one elementary, one middle level, and one secondary principal or assistant principal from each of the five geographic regions.
ARTICLE VI-Election of Officers
SECTION 1: The president and president-elect shall serve a term of one year and shall be elected by the membership at the annual meeting of the Association. It is the intent that the membership will elect the president-elect to the office of president unless he/she is ineligible.
SECTION 2: Each of the six geographical district associations shall be responsible for electing one secondary and one elementary and one middle level representative to the executive board for a period of three years. Each district should elect three representatives to the executive board at the annual meeting held in January. The Executive Committee has the right to recruit and appoint an executive board member in the absence of a regional representative being elected. Each district should elect its three representatives to the executive board so that their terms do not expire in the same year.
A. On an annual basis each region will elect a President at the Spring meeting, who will in turn select a membership chair/treasurer. The names of these individuals will be communicated to NHASP by June 1.
SECTION 3: The executive board shall appoint a director of student activities for a three-year term. The director of student activities shall be someone already a full NHASP member or someone who is eligible to be a full member; he/she will be a full voting member of the executive board, except that the person holding this position may not vote on his/her reappointment or replacement. In the event that the director of student activities cannot complete his/her three-year term, the Executive Board shall appoint an interim director to serve until the next Annual Meeting of the Association when a new director shall be elected by the members of the Association.
SECTION 4: The national representatives from the secondary and elementary ranks and a representative of middle level education and assistant principals shall be elected for a term of three (3) years at the annual business meeting preceding the expiration of each person's term of office. In the event that the middle level education representative, assistant principal representative, the national secondary coordinator, or the national elementary representative cannot complete his or her three year term, the executive board shall appoint an interim representative to serve until the next annual meeting of the association when a new representative shall be elected by the members of the association.
SECTION 5: The board may also accommodate nonvoting representatives from the New Hampshire School Boards Association, the New Hampshire Administrators Association, New Hampshire State Department of Education, and other groups, as determined by the executive board.
SECTION 6: At the annual meeting of the Association newly elected members of the executive board shall be elected. Installation of new officers shall be at the June conference. Any middle level members may have either elementary or secondary level national affiliation.
SECTION 7: In the event of a vacancy on the executive board, the unexpired term(s) shall be filled by a newly elected member of one of the six regions from which the vacancy occurred.
SECTION 8: The executive board shall be empowered to hire an executive director to serve the needs of the association.
SECTION 9: In order to be eligible to hold office in either state or regional associations, a person shall have been a member of the New Hampshire Association of School Principals for one year prior to the annual meeting.
ARTICLE VII- Duties of Officers
SECTION 1: The president shall preside at all meetings of the association and of the executive board; appoint all committees not otherwise provided for; call meetings of the executive board when deemed necessary, or upon written request of four (4) of its members; and perform all other duties pertaining to the office. The president shall be ex-officio member of all committees except a nominating committee.
SECTION 2: The president-elect shall assume the duties of the president in his or her absence. In case of a vacancy in the office of the president, the president-elect shall become president and serve as president until the next annual meeting of the association. In the case of a vacancy in the office of the president-elect, the executive board shall appoint a member to fill the unexpired term.
SECTION 3: The president-elect shall be responsible for coordinating the membership functions of district organizations and shall assist the districts in their organizational functions.
SECTION 4: The executive board shall carry out the general activities and policies of the association, annually appoint the executive director, decide the time and place of meetings of the association, direct the manner of approval and payment of bills, have the accounts of the association audited before the annual meeting, advise the president concerning committee appointments; carry out any other duties assigned to it, and between meetings of the association, exercise all powers and prerogatives of the association.
SECTION 5: The Officers of the Association shall meet on a monthly basis (September-May) during the school year with the Executive Director.
ARTICLE VIII- Executive Director
SECTION 1: The members of the executive board shall, by written contractual agreement, employ the executive director who shall be bonded at association expense.
SECTION 2: The executive director shall perform all duties necessary to carry out the directives, plans, and policies of the executive board and the association.
SECTION 3: The executive director shall serve as a secretary of the executive board and keep a permanent record of its proceedings. He/she shall serve also as a secretary at the annual meeting of the association and shall keep a record of all business, policies, and directives passed by the membership. He/she shall also disseminate to the membership written reports of all actions taken at all business meetings of the association.
SECTION 4: The executive director shall also serve as treasurer of the association and shall administer the finances in accordance with the policies and at the direction of the executive board. He/she shall make the association's financial records available for audit at least once annually and at any other time when requested by the executive board and shall give a treasurer's report at the annual meeting.
ARTICLE IX- Meetings
SECTION 1: The association shall hold meetings as deemed necessary by the executive board to carry out the activities of the association. An annual meeting of the association shall be held in the spring of each year.
SECTION 2: Meetings. in addition to the annual business meeting of the association, may be called by the president, with the majority approval of the executive board, or by written petition signed by 20% of the existing association membership.
SECTION 3: Notices of all meetings of the association shall be sent to each member at least 30 days in advance of the meetings. In the event of a special meeting being held where time is essential, 30 days written notice to the membership will not be required.
ARTICLE X- Athletics
The athletic affairs of the New Hampshire Secondary Schools shall be conducted by the NH Interscholastic Athletic Association as provided by that Association's constitution.
ARTICLE XI- Amendments
Proposals for amending this constitution must be submitted in writing to the executive board at least sixty (60) days before the annual business meeting of the association. Such proposals shall be sponsored by at least three members in good standing. The executive board shall submit proposals for amending this constitution to the membership of the association at least thirty (30) days before the annual business meeting of the association. Proposals that are in order shall become effective when ratified by two-thirds of the members of the New Hampshire Association of School Principals present at an annual meeting of the association.
ARTICLE XII- Ratification
This constitution shall be in effect when ratified by two-thirds of the members of the New Hampshire Association of School Principals present at a regular meeting of the association.
